Transition in Afghanistan. Securing the best achievable outcome
According to James P. Farwell and Marvin G. Weinbaum it is the Afghans, and only the Afghans, that should decide their future government, . One essential precondition for peace is that all groups are included. On the other hand this raises the question whether the Taliban should be included as well. Farwell and Weinbaum argue that talks with the Taliban are an option. But such talks must be preceded by national unity.
