Small Navies in the 21st century: challenges and opportunities

This article focuses on small navies in the current and emerging security environment, with a particular focus on the European context. It addresses a topic that tends to be neglected by traditional works on maritime strategy and naval policy, which focus on the larger navies and often tend to view small navies only in terms of their relationship to the great powers.
