Although US presidential candidates regularly campaign on the moral duty the United States have to prevent human rights violations, in practice US presidents initially shy away from international intervention. According to International Relations expert Roberta Haar, this avoidance is due to the fact that presidents prioritize maintaining leverage over domestic opposition.
