‘Never again’, or ‘Yet again’? When do US presidents deploy the military for humanitarian reasons?
Although US presidential candidates regularly campaign on the moral duty the United States have to prevent human rights violations, in practice US presidents initially shy away from international intervention. According to International Relations expert Roberta Haar, this avoidance is due to the fact that presidents prioritize maintaining leverage over domestic opposition.
