The upcoming UN conference in Bonn focusses on Afghanistan. According to Oliver Jones and Kirsten Kaufman, key political figures are increasingly aware of the need for a negotiated settlement in Afghanistan. This article examines the prospect for this settlement. The authors argue that a fragile balance of power can be achieved through a lengthy process that weakens the Afghan state.
